Seven Communities to Benefit from Recreation Special Project Funding


The County of Stettler has awarded the 2010 Recreation Special Project Funding Grant to 12 projects in 8 communities.  The Special Project Funding is money that is set aside each year in the budget for the building and enhancement of community facilities outside of the Town of Stettler boundaries.  Communities must submit their project proposals to the Regional Recreation Boards and together with council, the projects are ranked and funded; either fully or partially; according to a set of guidelines.  The application and guidelines are available from Phil Holton, the Recreation Director at 403.742.4441.

 

The projects that received Funding for the 2010 funding year are as follows (in no particular order):

Endiang with Preserving Local History

The Community of Endiang approached council for assistance in erecting a sign at the original settlement site of Endiang; about 2 miles NE of where it is currently located.  The County of Stettler will jointly apply for funding from the Alberta Historical Resources Foundation Grant, of which the maximum grant amount is $5000.  Council has agreed to allow administration to apply for the grant, and any shortfall the project has after the grant has been awarded will be reviewed by Council at that time.  This decision shows that council is dedicated to the preservation of our heritage.

Allocates 2009 Municipal Sponsorship Funds for a New Regional Fire Apparatus

Council has allocated its portion of the 2009 Municipal Sponsorship Grant Program base grant to purchase a new Regional fire apparatus that will be housed at the Byemoor Fire Station.  The County, along with funding allocated from the Town of Stettler, the Villages of Big Valley, Botha, Donalda and Gadsby and the Summer Village of White Sands will be eligible for a bonus grant allocation for applying for a project that falls under the inter-municipal and priority project criteria.  The grant total will be $204,345.00.  This amount, coupled with the Community Initiative Fund grant received earlier in 2009, will be enough to purchase the truck in 2010.  County of Stettler reserve funds will be used to make up the rest of the $574,000 price tag on the new fire apparatus.  This particular fire truck will be important for rapid response and limiting the loss of life and property in the southern portions of the County of Stettler.  The purchase of this truck also aligns with the Regional Master Plan. 


Community and Road Naming Policy Passed

Council passed new policy that will establish a coordinated and consistent method for the naming of communities and roads within the County of Stettler.

  Currently, the names of communities and roads are assigned either by the developer or the County, with no real guidelines in place to ensure consistency or accuracy and to avoid confusion and duplication.   The inception of rural addressing and the frequency of multi-lot subdivisions makes this policy necessary to move forward in providing guidelines for the naming of all future communities and roads. 


Rural Water Servicing Strategy SE Phase 1 Gets the Go Ahead

The County of Stettler Rural Water Servicing Study took another huge step forward as council set down some guidelines and tentative approval to go forward and tender the project in the SE Phase, which includes the areas surrounding the Hamlets of Byemoor and Endiang. 

  A second Phase, Central-East, will be moving into the agreement stage as the administration confirms interested water users for the completion of the water project in that area later in 2010. 


Council Reviews Draft Version of Kneehill, Starland, Stettler Rural Water Servicing Strategy
In 2007, Council partnered with Kneehill County and Starland County to produce a report that would assess and study rural water needs for all municipalities, look at the existing regional water systems in place and make recommendations on how they could all work together on issues such as emergency response, equipment sharing, water costing and improving communications between the three municipalities on water-related issues.  The draft version of this report was presented to council for review and a ratified version of the document should be available sometime in 2010. 


Water and Sewer Bylaw Updated
Council adopted Bylaw 1431-10 – Water and Sewer Works  that facilitates a change to the fees charged for the initial hook up, connection and disconnection fees.  The fee of $500 for an initial hook-up was dropped for property owners, and a fee of $100 was applied to occupants other than the property owner.  The connection and disconnection fees have also been raised from $25 to $50 in order to better reflect that actual cost associated with this service. Property owners who have paid the $500 since the implication of the fee will be reimbursed their $500.
