Development Permit Application 'deemed incomplete' - July 25, 2019
On July 9, 2019, 2066052 Alberta Ltd. submitted a new development permit application to the County of Stettler Development Authority. On July 25, 2019 this application was 'deemed incomplete' by the Development Authority. The developer has been given until September 30, 2019 to submit all outstanding materials.
STOP ORDER Appealed - Update July 25, 2019
On June 7, 2019, 2066052 Alberta Ltd. appealed the Stop Order which was issued by the County of Stettler No. 6 on May 17, 2019.
A Subdivision & Development Appeal Board Hearing was schedule for July 3, 2019. On June 27, at the request of 2066052 Alberta Ltd. an adjournment was granted for the SDAB Hearing. The Hearing was rescheduled for Friday, August 9, 2019.
On July 25, 2019 the appeal for the Stop Order was withdrawn by 2066052 Alberta Ltd. and the hearing is considered closed.

Update: April 24, 2019
The County of Stettler No. 6 will be performing an inspection and requiring 2066052 Alberta Ltd. (the “Developer”) to provide information relating to the Development Permit (DP 18001) at lands near Buffalo Lake (NE-20-40-20-W4M).
We note that significant tests and approvals are required to be provided by the Developer to the Municipality prior to the Lands being used for overnight accommodation; this information includes provincial approvals for operation of the systems for water, sewage and stormwater. To date, the Developer has not provided this required information. Whether the Developer can legally allow overnight accommodation will depend on compliance with the Development Permit requirements.
Appeal Hearing for Paradise Shores DP 18001 to be held by the Court of Appeal was granted an adjournment, and the hearing was rescheduled for Wednesday, January 23, 2019. To date we have received no ruling on the appeal.

The first day of the Subdivision Development Appeal Board (SDAB) hearing for Paradise Shore DP 18001 was held on August 16, 2018. It was decided by the SDAB to allow all parties (appellants, the applicant (developer), and the Development Authority (County) two additional weeks to review all of the materials. All parties will be allowed to submit new material based on their review, until August 31. After August 31, all parties will have until September 10 to respond to the new materials.
The SDAB has scheduled an additional two days for the hearing, to take place on September 18 and 19, 2018 at the Stettler Community Hall at 5101-46 Avenue beginning at 10:00 AM both days. Public Welcome.
The SDAB also decided on August 16, that they will hear from the appellants by 'topic'. The list of topics that will be addressed by the SDAB will be posted here by August 24, 2018.

The Development Permit (DP) Committee is still in negotiations and continues to meet to debate, discuss and determine the DP issues. The proposed Development Permit which was released from the DP Committee to our Council and the public (linked below), is now being revised to further address issued identified.
Please be assured we are working very hard to ensure all of the concerns which have been brought forward are being considered at length. The Development Permit Committee is planning to meet again on Monday, June 11 for another of these mentioned discussions.
The Development Permit Committee meetings are not public meetings and not advertised. They are an important part of this process which allows committee members to debate and make changes and recommendations which the committee feels best represents our County as a whole. The recommendations, which come from this committee, are drawn into the proposed Development Permit, to be considered by our whole County Council and addressed through them at the Municipal Planning Commission level. Once the DP Committee is finished tweaking the proposed Development Permit, the public, and our entire County Council will receive and be able to review the revised document here.
On Wednesday, June 13 the County of Stettler No. 6 will hold our Regularly Scheduled Council Meeting. On June 13, Council will consider third reading of the Area Structure Plan and third reading of the Rezoning Bylaw for Paradise Shores, which is a Council function. The reason third reading of the Bylaws will be on this agenda, is that the County’s legal advisors recommended the Municipal Planning Commission should not consider issuing Development Permits on property which has not already been rezoned, so this would be the proper process for County Council to follow.
The proposed Development Permit however, cannot be considered or be issued at a Council Meeting. The Development Permit must be considered and/or issued by the Municipal Planning Committee. The next Regularly Scheduled Municipal Planning Commission Meeting is Wednesday, June 27.
It is not this Council’s intention to rush this process, and we will continue to carefully follow our regular process. There are many complicated and important factors to be considered, not the least is our desire to allow ourselves, and the public who is very invested in the outcome and the process, the proper time to review proposed conditions as they unroll.
We expect to be able to release the revised proposed Development Permit for Paradise Shores on or about Wednesday, June 13, allowing two weeks for the Municipal Planning Commission, and the public to carefully review.
Proposed Development Permit for Paradise Shores - UPDATE: This item has been removed from the May 22, 2018 Municipal Planning Commission Agenda, and will be heard at a later date.
The County of Stettler Council gave second reading to the Paradise Shores Area Structure Plan and Rezoning bylaws, and assembled a committee at their regular council meeting on May 9, 2018.
The committee was assembled to determine and propose the Development Permit Conditions for Paradise Shores to the County's Municipal Planning Commission. The committee met on Monday, May 14 along with representatives from the Summer Village of White Sands, the Summer Village of Rochon Sands and the Developer. The proposed Development Permit Conditions from this committee meeting are to be presented to the Municipal Planning Commission Board, made up of all seven County Councillors, on Tuesday, May 22, 2018 at 1:00 PM.
The Municipal Planning Commission will consider these conditions, and consider issuing a development permit at this meeting on May 22. The proposed Development Permit Conditions for Paradise Shores RV Resort, will be available for viewing here on our website on Thursday, May 17th.
The Public is welcome to attend the Municipal Planning Commission Board Meeting. The meeting will not be recorded or Live-Streamed.

The Dispute Resolution Process between the Summer Village of White Sands and the Summer Village of Rochon Sands was completed on May 3, 2018. The following press release was issued upon the conclusion:

“We have received an unprecedented amount of input and engagement from the public in response to the proposed development on the south shore of Buffalo Lake. We are committed to understanding the opposition presented to us and are thankful for the public’s participation in the input process. We feel we now have a good understanding of all of the issues surrounding the proposed development. We are continuing to research and investigate all of the ideas presented to us. If you have further inquiries regarding the interpretation of the Buffalo Lake Intermunicipal Development Plan we direct you to your governing municipality and council, as they will be representing you throughout the next steps of the dispute resolution process.”
Disputes were filed on March 8, 2018 and March 12, 2018 from the Summer Village of Rochon Sands and the Summer Village of White Sands, respectively. The County of Stettler has now engaged in the dispute resolution process with these villages. Second reading can not commence until the dispute resolution process has been completed as outlined in the IDP.
The Public Hearing for the Paradise Shores RV Resort proposed development was held on Saturday, March 17, 2018 at 1:00 PM at the Stettler District Agricultural Society Pavilion (Heritage Room) located at 4516-52 Street, Stettler AB (West Entrance).
RV Canada made their first public presentation to County of Stettler Council on Wednesday, February 14 at 10:30 AM at the County of Stettler Administration Building, You may view their presentation on our You Tube Channel.
Council gave first reading to Bylaws 1588-18 Area Structure Plan and 1589-18 Rezoning on February 14, 2018.To clarify, First Reading does not represent approval, or disapproval of a proposed bylaw. It is a formality which enables Council to open an item up for discussion.
The second step was the Public Hearing.
